How dry is it?

8239072-burning-paperCurrently the conditions are “drier than notebook paper” in both Apache and Navajo Counties.  The moisture level is currently at 10%,  by comparison notebook paper has a 12% moisture level. By now every one of the local, state and federal agencies in both Apache and Navajo Counties are all in Stage 1 Fire Restrictions. One of the actions prohibited all stages of the Fire Restrictions is smoking in the open.

In Stage 1 – Smoking is only permitted in an “enclosed building or vehicle,  a developed recreation site or while stopped in an area at least three feet in diameter that is barren or cleared of all flammable materials”. Every year carelessly tossed cigarettes cause needless fires.

Question – Regarding “In Stage 1 – Smoking is only permitted in an “enclosed building or vehicle, . . “, enclosed building is clear what about vehicle….Is the vehicle supposed to be closed as well? On Saturday, June 8 in the Pinetop Country Club area I observed at least one occupant of an ATM with a cigar in his mouth. They were driving and I could not see if it was lite. Is smoking in an ATV (driving or parked) permitted under Stage 1? Same question Stage 2 and Closure/Stage 3.

The answer to your question is, yes, the vehicle should also be an enclosed vehicle. I would recommend that if you see this action in the future to notify the Sheriff’s Office of the situation. They can then follow up on it and determine the best course of action.
